Penny L. Elkins

Penny Elkins Senior Vice President for Enrollment Management

Penny Elkins was appointed Senior Vice President for Enrollment Management on June 1, 2011. Over the last 14 years at Mercer, Dr. Elkins has served as Senior Vice Provost for Strategic Initiatives, Vice President for the Atlanta Campus, and Associate Dean and Department Chair for both Teacher Education and Educational Leadership in the Tift College of Education. Dr. Elkins led the creation of the first doctoral program in the Tift College of Education, the Ph.D. in Educational Leadership and Higher Educational Leadership.  In 2007, she was appointed to the Fred L. Miles Endowed Chair of Educational Leadership. Dr. Elkins earned a bachelor¹s degree in Christianity and early childhood education and a master¹s degree in early childhood education from Mercer, as well as an education specialist degree in education, administration and supervision from Georgia College and State University. Her Ph.D. is in educational leadership from Georgia State University. Appointed by the Governor of Georgia, she is currently serving as chair of the Georgia Professional Standards Commission, the organization that oversees all educator certification for the state, as well as the approval of all professional education programs in Georgia. An international presenter and noted keynote speaker, Dr. Elkins has served as a consultant with schools, chambers of commerce, businesses and financial institutions in the areas of leadership development and curriculum planning. Her areas of research interest include cognition theory in leadership, transformational leadership, birth-to-five education, women in leadership, and community partnership development.
